There was a ruling done May 24th 2007 by US Customs and Boarders (Ruling N010691) for Yard Trucks and Terminal Tractors. The Trucks were ruled as 8704.22.1020 (4% duty to import), with parts fall under heading 8708. You can be safe and use the same for export.
